Sorry but I'm unable to reproduce this issue, please put more information on the ticket and check the followings to make the debugging process easier:

• Never Consent is enabled
• You don't have any other extensions installed along with Ghostery
• Regional/custom filters option in Ghostery settings
• Ghostery browser extension version and browser information (at least name)

You can access Ghostery settings from menu button at top right of popup window.

Indeed, the issues doesn't seem to occur anymore. Strange, as the screenshot proves that the popup appears. Meanwhile nothing has been changed on the computer.

It'd be great if I can get your browser information (the name and version, including operating system for edge), so I can do better on replicating the issues (including others from you).

Sometimes, you may need to clear browser storage for specific website to trigger cookie popup again.

Thank you for the reporting. I found that there was a critical change to API in Firefox version 128 and we're preparing the fix.

Please, check the further status on https://github.com/ghostery/ghostery-extension/pull/1881.
