TrackerDB should only provide information about the activity - it should not take part in the blocking process
Exceptions should only allow to trust blocked requests
The exception model can be simplified to the domain list of trusted pages for the tracker. I recommend moving it to the options object, as in the future it should be possible to sync those privately for the logged-in users.
