feat(panel): add call for review notification

Fixes #1998.

The PR alters the logic behind the choice of the notification in the panel as follows:

1. If the extension is disabled, show the terms notification
2. If it's Opera and SERP is not supported - show a notification about enabling SERP
3. Randomly with a change of 50% show call to review notification
4. If the platform is not Safari and the user is not a contributor, show the contributor notification
5. Show call to review notification

Few outcomes:

• On Safari, we don't show contributor notifications, so the call to review is always displayed. On other platforms, it is a random change of 50%.
• If the user is a contributor, the call to review is always displayed
