Thank you for raising this issue. set is defined before the check command as it is the basis of the check command; check cannot run without a budget being set. This arrangement makes more sense than placing the check command before set as suggested, which would have left the user uncertain about what the set command does.

On page 9 of the UG, the section elaborating on setting a budget was before the section on checking expenditures against the set budget.
Readers may be confused about what the check command is as it was not situated before the section on set budget command.
Perhaps the sequence of elaboration could be swapped to facilitate the flow of reading.
