Allow githooks for this repo #35

I noticed that to hook readthedocs up to our repo we need to allow githooks. This has to been done through the admin of the repo which I don't have access too. Need to reach out to the person who owns the repo.

Because it falls under the hca project, I think that I do not have admin access to the hca-tuatara repo on github. -Galt
