Add a package news file. #15

It can be really useful to have an integrated news file. I see that most of this is covered on your blog but it would great to have this all in one place.

As you say, I think the blog is a good place to do this --- and I do link my posts to twitter too, which does get some traction...

Can a news file be linked and simply integrated so as to avoid replication/duplication of work?

My approach is to use the NEWs file as the central resource. Hosting it on the web (https://www.samabbott.co.uk/getTBinR/news/index.html) then allows changes to be easily shared.

If you were interested on writing release posts for BCEA then I typically do something like this (https://www.samabbott.co.uk/post/gettbinr-7-0/) but as it is a .md writing a script to programmatically import the news to your site would also be very easy.

Having all the changes in a single place is also a very good way for users to review changes across multiple package versions which can be very tough when using release posts.

A final benefit is for developers to keep track of all changes as they make them. This list can then be written up for a release post.
