New qp scale compression parameter that improves video quality consistency (thanks @juliobbv !)

Higher presets should now be faster with
--tune 3

PNG images in the docs have been replaced with lossless WebP images to improve loading time on the web & cloning time for the repo
Preset 8 gets a minor speed improvement at negligible quality loss
