Script to identify new Otto lines #549

Dan would like a tool that can parse logs and report Otto/Olivia lines that he authored on-the-fly (when an appropriate response did not exist in Oz). Also, the tool could compute counts of how often existing Oz lines are getting used.

This should take the form of a tool that non-engineers can use, so something linked from teamtools would be good -- which makes it actually an API call that works from a GET request (unless you have other ideas Graham).
