Improve Epic template in Roadmap #1747

We want to improve the epic issue template to help guide issue creators to give more details and start from the problem space and user stories before going into possible solutions and architecture.

Some potential questions from @teemow:

What are the problems we are trying to solve?
Whom does this help?
What do customers expect or want?
What features are offered, what problems would it solve and is it the right tool?
How will a potential architecture look like?
What are the limitations of the architecture? What are the risks?

I'd also suggest a structure along the lines of “problem space” “proposed/evaluated solution” “architecture” or sth similar to separate the responsibilities and order of thought (you cannot talk about solution before having clarified the problem). This was something that also got discussed a bit also in the PO training, but people are still struggling to put it into practice.
