Build Resilient AWS AMI solution #436

Is your feature request related to a problem? Please describe.

During an incident with upstream AMI flatcar images, there was an outage for pulling public AMIs from AWS and the upstream account. This meant that scaling could not happen until the images were available again.

Describe the solution you'd like

The ability to pull the AMI images in the event that the upstream host provider is not working with the default method.

This is still being evaluated internally and roadmap ticket is meant to service as external tracking for developments.

This is currently still on-hold and scheduled to be re-evaluated after CAPI release.
