I was trying to turn in Where Angels Fear to Tread when I came across this issue. I think I had used Gibbed to finish one or two quests prior, decided to edit with Gibbed to finish this one but couldn't find Roland anywhere to turn it in and the waypoint that normally exists was missing. So nothing to show me the way, although they should have been in Control Core Angel, right? Well I couldn't get there either. I may be forgetting something in my frustration but any help would be appreciated.
I tried setting it as complete and going to the next story quest but encountered the same issue. Not sure if it's because I'm looking in the wrong place or because I messed up something in Gibbed, or both :-/
I have discord for screen sharing if necessary, any help would be great
