Getting achievements of an uninstalled game makes it so I can't install it #392

So once I get the achievements of a game that I haven't installed I want to actually install one of them to play again for fun but it gives me a play button and when I press it, it says synchronising and then it goes back to being a play button.

Restarting Steam should cause it to notice it's not installed.
