Classes: show unassigned classes #1

Allow the filter on Classes page to show all unassigned classes (i.e., classes 
with no committed assignment, but with time preferences). It is important to 
show such classes somewhere as these are likely mistakes (someone forgot to 
assign these classes).

This is largely an issue for administrative users (University Schedule Managers 
if such a role existed) so that they can see any unassigned classes resulting 
from using the Assign button on the Class Detail screed.  Might also be useful 
to check that all committed assignments are complete.

List of unassigned classes is now available under Course Reports, report 
Not-assigned Classes.

Fixed in revision 2452 (UniTime 3.3.53).
