The cli needs a location to store a markdown dashboard.

This dashboard might have:

links to reports
pending tasks
identified problems
project status

$ extract init dashboard

Open Tasks:

[ ] Create dashboard markdown template
[ ] Connect cli to github gql mutation to create dashboard
[ ] Create cli command to init dashboard
