Fixed a number of bugs that came up while using PyAEZ #80

CropWatCalc.py:

make f_final an attribute

CropSimulation.py:

Throws an error if no TypeB constraints entered because attribute set to True by default. Switched to False

ClimaticConstraints.py:

Fixed some issues related to datatype, e.g. setting floats explicitly, using np.minimum rather than np.min
Fixed gaps in logic to set fc1_lgpt10 and similar variables
NOTE: I only made these changes for rainfed because I don't run any irrigated simulations
