Slow Event Handling in Moving Stencils

What steps will reproduce the problem?
1. Create a BPMN diagram containing at least one activity.
2. Select the activity.
3. Click and quickly move mouse out of the activity (drag it away)

What is the expected output?
- The shape frame should be following the mouse to  indicate dragging of
the shape.

What do you see instead?
- The cursor changes to forbidden (crossed ring).
- On releasing the mouse button, the shape frame starts moving (no button
clicked/hold).
- Another click releases the frame from moving, but the shape was not moved.
