This must be more of a Windows issue
Download LO 4.1.4 Install on Windows 7 Install Voikko sma-fin.oxt Input (Finnish Extended Keyboard)
Open new document Select Sami, Southern (Sweden) Writing word forms: +++ Akten aejkien, Nöörje nöörje, man lean, tan, san lea +++
The only wrong form is "nöörje".
Open Tools/Spelling and Grammar
Suggestions are offered: "Nöörje", "nöörie", "nöörije", "nöörjen", "Höörge"
Looks good!
++ If I change my input keyboard to RU and then back to FI, any word form I write or correct will be interpreted as Finnish.
For the text already written, there is a solution: select all text and declare it Sami, Southern (Sweden).
Additional input, however, will be interpreted as Finnish regardless of what I do.
+++ Perhaps declaring Sami, Southern (Sweden) the default language will correct this.
+++ I have not found analogous problems with Mac OS 10.6.8

If you are planning to write in Southern Sámi in LO on Win, you should select sma as an input language from the many input languange possibilities Windows offers. Once you have chosen sma as an input language, there is no reason for this bug to occur.
The Sámi keyboards appear to be well taken care of. Hence this enhancement for spell checker use only has a bearing on languages without Windows-environment support.
I have purchased a minimal kledit license from www.kledit.eu, which will allow me to make my own layouts for keyboards and add them to EXISTING input languages in win 7 and win 8. The license allows me to distribute the keyboards for free, so I thought it would be useful and something to hang on the website.
Down side: If there is no input language to begin with in the Windows Languages and keyboards options, you cannot even add Klingon as an input keyboard. Therefore the new spell checkers in .zhfst supported by Voikko will require further enhancement from the Windows side.
I understand that win 8 supports ISO 3 codes for languages, so maybe this will no longer be an issue.
Perhaps we will need to look into keyman or something else.
