No forrest no xfst #1

This makes with-hfst and without-forrest the default. Tested by copying giella-macros.m4 into lang-sme and doing ./autogen.sh && ./configure

The flipside of this patch is that if I set --with-xfst, I have to explicitely set --with-hfst to have hfst

No forrest is fine, I think we can live with that one, especially since forrest is going away :)

The other change is a bigger one, since it has major consequences for the daily operation of everyone. I would prefer that you split this in two, and only apply the no forrest part right now.
