[dict building] <iso>-all.xml - how to build them? #24

A number of dictionaries are special-cased as <iso>-all.xml - how are these ones built?

Additionally, there's the custom build steps required for sanj + maybe more (where sources are not in git, but kept in an excel file, which requires additional processing, which is unique per dictionary).
