I believe it is currently impossible to create an melee attack action which has both an attack roll AND a saving throw associated with it in the module as is. It does works if it is created on a normal 5e sheet and then imported but it seems in the scaling monster maker its EITHER an attack roll or a save and it can't have both. Thus one cannot have a scaling DC and attack simultaneously.
