Struts2.3.16 + Struts2-jQuery plugin 3.6.1 don't work. #1062

What steps will reproduce the problem?
1. Test Application(Struts2.3.16+Struts2-jQuery plugin 3.6.1) deploy on Tomcat7.
2. Run tomcat7
3. Application doesn't work , throw ClassNotFoundException.

What is the expected output? What do you see instead?

I guess Struts2.3.16 was removed 'org.apache.struts2.views.TagLibrary' , and 
struts-default.xml also removed definision for 
'org.apache.struts2.views.TagLibrary'.

This problem cause Struts2-bootstrap plugin ,too.

Which struts2 version?
2.3.16

Which struts2-jquery plugin version?
3.6.1

Please provide any additional information below.

Please try out current 3.7.0-SNAPSHOT release. This should be compatible to 
Struts2 version 2.3.16.
