java.lang.ClassNotFoundException: org.apache.struts2.views.TagLibrary #1066

I updated Struts2 plugin to 2.3.16 
now i get this error:

java.lang.ClassNotFoundException: org.apache.struts2.views.TagLibrary

What steps will reproduce the problem?
1.upgrading Struts2 plugin to 2.3.16 

Which struts2 version?
2.3.16

Which struts2-jquery plugin version?
3.6.1

(Ay you mabybe now, Struts2 previous versions(prior to 2.3.16) have a huge 
vulnerability. my server has been hacked and I NEED TO upgrade Struts2 to the 
latest version. my webapp is bundled to struts2-jquery plugin!)

PLEASE HELP ME!

PLEASE upload "3.7.0-SNAPSHOT" release.
I don't use maven.
