What steps will reproduce the problem?
1.Support for toolbar option of jqgrid

What is the expected output? What do you see instead?
I am unable to find any attribute that corresponds to topgris option of the 
jqgrid. It is useful to create a extra toolbar for the grid. 

Which struts2 version?
2.3.16

Which struts2-jquery plugin version?
3.7.1
