Unable to use custom localization #391

What is the expected output? What do you see instead?

we want to have custom locale and to specify it in locale="mk" 
"mk=Macedonian" this language is not in the i18n folder, so we translated and 
made new grid.locale-mk.js. but still unable load this locale.

Which struts2 version?
2.1.8.1

Which struts2-jquery plugin version?
2.2.2

Please provide any additional information below.

the best way for including this translation is to open an issue on jqGrid 
project and attach this translation.

with next jqgrid version it is also a part of struts2 jquery.
