User Story

As an author I want to delegate aspects of dataset submissions to colleagues So that I can share the load of dataset submissions

Need to allow a submitter to share the burden of inputting data/metadata. see how DCC DMP online allow users to share a "plan" so multiple people can fill in details (https://dmponline.dcc.ac.uk/ - about 3m55secs into video on that page)

If we allow additional users we need to think about how to include the rollback / undo of accidental deletions and/or erroneous entries

The rollback/Undo is not specific to this story. It's currently by #212
