Arrange edit file attr fields in a column layout #2082

Pull request for issue: #2006

IMPORTANT: this PR is a folloup of https://github.com/gigascience/gigadb-website/pull/2081, this PR must be merged before this one

Because we allow 150 characters in the file attribute value input, I rearranged the fields of the of edit fields as column to allow for more space

review layout of edit attr fields

How have functionalities been implemented?

changed html and css classes to rearrange layout
added labels to inputs
replaced value input by textarea with two rows height
