Problems with Chinese characters (UTF-8) #4

User reported problem with Chinese characters in a cookie.  Stated that
using encodeURI rather than escape fixed the problem.

I am partial to encodeURIComponent anyway, and for some reason had orgotten
to use it.  I am now switching this.
