Hm, I'm uncertain if this is a good idea. First this should have done (if at all) when adding the corresponding features. Each feature has its own commit (or set of commits) to make it possible to start a new fork from upstream and re-add the differences step by step. This is a design decision I made when starting this fork (see commit message https://github.com/giggls/openstreetmap-carto-de/commit/12a92d8db9e66bec55782628b2f847501186bc0e). So adding those comments now will completely kill this concept. What could be done is starting a new fork from upstream and re-adding the patches (with comment lines this time). The second best attempt would be to make lots of small commits adding the comments feature by feature.
