Data model: generalize Counts from downloads to count/{type} #7

Currently, only download counts are considered. Add other categories of counts, e.g., registered users, active users, portal page hits, data downloads, API calls, etc

The changes needed are

[ ] Data model changes in models.py
[ ] method parameter changes in views.py
[ ] CLI options
