improve non-english language support

• CLDR annotations are available in several languages, might need additional downloads
• NamesList is published only in English
  • an unofficial French translation exists at http://hapax.qc.ca/ListeNoms-15.0.0.txt
  • I couldn't find any other translation available online
• Character names don't have any official translation AFAIK
  • Windows contains translations for the BMP for installed locales in getuname.dll.mui, AHK script to retrieve them
  • relevant SO question, might be outdated
