OptimFROG not loaded #1

What steps will reproduce the problem?
1. Delete OptimFROG.dll from KSP folder while KSP is not running
2. Start KSP (bass_ofr.dll won't be loaded)
3. Go to Setup->KSP->Plugins and load bass_ofr.dll
4. KSP will give information that all plugins have been loaded however
using Process Explorer proves that bass_ofr.dll is not loaded

What is the expected output? What do you see instead?
