User custom plugins #6

User should be able to use custom plugins stored in user folder and
available only to that user. For instance such plugins should be stored in
<user home directory>\.KSP\plugins. 
KSP should first search for plugins in KSP installation folder (general
plugins) then in user data folder. If user tries to load custom version of
plugin that is already installed as general then such plugin won't be loaded.
