Add smooth scrolling #13

Considerations:

All page anchors should have smooth scrolling
Navigating between pages to an anchor should navigate, then smooth scroll to the position
All cases should update the hash appropriately

Getting this to work properly is definitely not worth the time. I included a smooth scrolling script that will work if you are anchoring to the same page, but not between pages.
