[talkback] the phone number is spoken as a number ("nine billion&") in

What steps will reproduce the problem?
1. Turn on the Talkback
In TalkBack, the phone number is spoken as a number ("nine billion&") in:
Calling notification
Voice dialer
Dial pad
Recipients for messaging
Web browser
2. Put the 300 in Dialpad and so on
3. That should be read three-zero-zero, 

What is the expected output? What do you see instead?
but the talkback reads three hundread

What version of the product are you using? On what operating system?
All talkback version have this problem.

This is based on the formatting of the text representing the number.

I believe this issue to be fixed in the latest version of Google Text To 
Speech, which can be downloaded and installed from here:  
https://play.google.com/store/apps/details?id=com.google.android.tts
