You might have a bad .part file. Try deleting all .part files and trying again.
If it is a .part file issue, you'll need to work with the author of that
particular file.

Well, it's the sample.part included with either version that's not working.

Actually, I deleted sample.part and it's still doing the same thing, with an
empty 'Custom' folder.

Try opening up %appdata%\CBLoader and deleting the combined.dnd40.main file
there and then re-running cbloader.

I found the appdata but deleting then running it came up with the same error
message, and recreated the files there.

ok. Can you open up %appdata%\cbloader\combined.dnd40 in notepad type ctrl+g
and type 212023 into the text box. Then copy the line that your cursor ends up
on and paste it here?

I'm getting the same error. Here's the offending line:
<specific name="Power (Daily)"> </b> No Action. <i>Trigger:</i> You start your turn and have the Font of Life class feature. <i>Effect:</i> You make a saving throw against each effect that a save can end instead of just one. </specific>

Hmm, That's curious to say the least. Easily fixed though.
Replace it with this line:
<specific name="<b>Power (Daily) </b> No Action. <i>Trigger:</i> You start your
turn and have the Font of Life class feature. <i>Effect:</i> You make a saving
throw against each effect that a save can end instead of just one. </specific>
I would like to know how that came to be... Did you update your character
builder almost immediately after it was published in October?
Original comment by YeOldeSt...@gmail.com
on 14 Dec 2010 at 5:31
I believe I was running cbloader in a directory where I had an old, out of date
version of the character builder installed from when I subscribed to ddi about
a year ago. I got cbloader running there by cleaning up the spurious angle
brackets. CBLoader worked fine out of the box when extracted into an up to date
character builder install directory. Thanks, keep up the great work!

Marking as invalid, as it is to do with an outdated and/or broken Character
Builder Install.

Try all the fixes posted above. Also, make sure you're checking
combined.dnd4e.main, not combined.dnd4e - Thanks to AppendNodes, they may not
match up.

To those who are experiencing this on a 64-bit computer, make sure you have
both the Character Builder, and the October Patch installed into the same
directory (Not "Program Files (x86)" for one, and "Program Files" for the
other). This was the problem in Issue 61.

Getting this message:
Inner Exception: '<', valor hexadecimal 0x3C, is an invalid attribute character.
Line 237141, position 23.
Tried what's above but I don't have a combined.dnd40.main file; instead mine is
a combined.dnd40.encrypted file. When I look at it in notepad, I get lots of
unreadable characters.

@29
I got the same message as you. I'm not really proficient at computer tinkering
but after a couple of hours of reading up on the problem the following worked
for me:
(I will write this out in steps to help noobs like myself)
1. From the start button in windows open cmd.exe from the search bar.
2. You will now be at "C:\Users\[USER]>"
3. Navigate to the appdata directory for CBLoader
(C:\Users\[USER]\AppData\Roaming\CBLoader>).
4. Delete the combined.dnd40.main file by typing "del combined.dnd40.main"
5. Exit cmd and run CBLoader. The program should now create a new
combined.dnd40.main file and the character builder should start as normal.
This worked for me anyway. I hope this will save sombody some time, and that
somebody with more knowledge will correct me if this is a horrible idea.

I am also having a problem with line 212023. The code on that line says:
<specific name="Power (Daily)"> Free. Trigger: You hit an enemy affected by your Warlock's Curse with an attack power using this rod. Effect: The vestige bound to the rod becomes your active vestige. </specific>
(PS - I've deleted the combined.dnd40.main several times, and each time
CBLoader.exe seems to pick a different line that does not work.)

I just recently installed Character builder from two different sources and both
give me a similar error when I run CBloader:
2/9/2012 7:55:38 PM - ERROR:
Inner Exception: '<', hexadecimal value 0x3C, is an invalid attribute
character. Line 228029, position 23.
I've tried deleting the file combined.dnd40.main but the same error occurs
after I run CBLoader again.

To the admins, I apologize for the onslaught of deleted comments : ( A
combination of a lagging browser and possibly inappropriate info had me making
a mess of things.
To everyone else, my problem was resolved by opening the "combined.dnd40.main"
file, doing a search for "" and then deleting it. It only showed up once, it
wasn't in the line thrown by the error, but now everything is loading just fine!
I'm using Character Builder updated to the November 2009 patch with the current
release of CBLoader on Win 7 64bit.

deleting the from the "combined.dnd40.main" file and re-running the CBLoader.

For some reason after deleting the offending running CBloader.exe from the
file browser just replaced it. It seemed to work after running from cmd though.
I have the Nov2009 update and win7 64-bit
Open command prompt and run:
> cd C:\Program Files (x86)\Wizards of the Coast\Character Builder
(or your directory whatever it is)
> CBloader.exe

I'm not computer savy whatsoever and was wondering if there was a step by step
guide for how to access this code and stuff? I'm getting the:
Inner Exception: '<', hexadecimal value 0x3C, is an invalid attribute
character. Line 212023, position 23.
As well and I have no idea what to do. I tried accessing appdata but nothing on
CBloader was there. I just want an up to date CharBuilder. Any help would be
appreciated, thanks.

I had the same problem, but I got rid of the and it kind of started working,
but not really. It opened up the Character Builder, but I got this error
message: "Object reference not set to an instance of an object"
I'm guessing I messed up something while trying all these bug fixes(I tried all
