Can not run due to parameter value being null

What steps will reproduce the problem?
1. click on CBLoader.exe icon
2.
3.

What is the expected output? What do you see instead?

not run.  It immediately comes up with the following message:
    Value cannot be null
    Parameter name: value

What version of the product are you using? On what operating system?

Windows XP Service Pack 3
Character Builder 1.0.60.0 (downloaded and installed updates 1 month ago)

Please provide any additional information below.

Character Builder located in "C:\Program Files\Wizards of the Coast\Character 
Builder"

This appears to stem from having either an out-of-date version of Character 
Builder, or missing files.  The best solution is to get the latest (October 
2010) official update of the Character Builder.  Unfortunately this is 
unavailable from the WotC website, so you'll need to start digging around the 
internet.

Note:  I am - as of yet - unable to determine exactly which file is the cause 
of this.

Unfortunately I cannot reproduce this. I'm going to go with YeOldeSteve's 
solution unless this crops up again.
