What does this implement/fix? Explain your changes.

Adding another project under issue #154, which is a Deep Convolution Neural Network for fault detection in Pavement images from SDNET dataset.

Any other comments?

To deal with imbalanced classes and avoid overfitting, data augmentation has been done.
