Update W&WW model estimates #100

Neil provided a new worksheet on 11/18/2015. Add new data to model either in its own form or as a replacement for what is already there.

This data now applies to all communities, the 250 person ceiling has been removed.

Ross - I have a branch where I added this data. But I just need to update the tests accordingly. We can talk about this when you return.
