Orthomoasic BDL integration #3

The current tile layers for the GINA BDL do not cause the new orthomosaic imagery to show up at low zoom levels. Right now the NASA Bluemarble is dominating.

See the image below of the BDL tiles in ERMA to get an idea of a zoom level that would be improved by enabling the orthomosaic at lower zoom levels:

Sounds fine to me. @hickman can you suggest some scales?

Making these changes is pretty easy, I can do them fairly quickly. Might want to consider how to engage users in this, so no one gets surprised.
