Make title/tooltips appear with keyboard focus #157

Since dumb browsers don't support this as they should.

I already tried PowerTip plugin but doesn't have "openDelay" option and pretty complex to add it. They added this to their GitHub Issues. http://stevenbenner.github.io/jquery-powertip/
