Streaming becomes impossible to Chromecast if obsolete timezone is set at Android device #423

Hello!

For now, file with timezone data is not updated in Android OS, unless Android 
itself was updated. So if they changed timezone (as they did in Russia at the 
end of October) you've set on your device, it's incorrect. Surprisingly, 
that'll prevent you from casting videos from your phone in all apps (say, in 
Play Movies), except YouTube - probably it is not using the same Cast SDK, as 
other apps? In most cases, cast icon will just disappear, but some apps will 
just search for Chromecast device forever. But, as I mentioned, you still can 
cast videos from YouTube, and you can access your Chromecast device from 
Chromecast app.

If you have root access on your Android device, you can fix this problem by 
updating timezone files manually. If not, you just have to choose another, 
correct timezone at Settings / Date & time / Select time zone (I choose Minsk 
GMT+3 instead of now-incorrect Moscow GMT+4). That will help you regain ability 
to cast video streams to Chromecast from each and every app.
Tested on Android 4.0.3, 4.4.2, 4.4.4. Chromecast firmware version is 19084.

Can you provide additional information and details on how to reproduce this 
issue? I have tried changing to multiple different timezones, including the 
aforementioned Moscow GMT+4, and there has been no problems casting from 
various different applications. Were there any other changes that occurred to 
your device at the time you first experienced this issue?

I can't reproduce it, unfortunately - resetting time zones of Chromecast and / 
or Android devices to Moscow GMT+4 doesn't prevent you from casting videos from 
all supported apps. Probably you'll face it in case your device was in country 
where they've changed timezone in the moment these changes made it into effect.

I'm not only person with such a problem, there are others affected in Russia 
(but not in English-speaking countries, at least there were no reports at 
English-speaking forums I checked while trying to fix this). But, for example, 
here you can see at least three affected people:

Earliest message was posted on November, 3. Time zones were changed on October, 
26.

And additional details about my own situation. I have ZTE V790 phone (Android 
4.0.3), and Megafon Login 3 tablet (Android 4.4.4), both of them are rooted. I 
updated time zone files on these devices on October, 26 with TimeZone Fixer 
(ROOT) app - and had no problems with these devices, casting worked (and works) 
just fine. My friend owns Samsung Galaxy Note 3 (Android 4.4.2) and Megafon 
Login 3 tablet (just like mine, but neither time zone, nor time zone files were 
updated, he just adjusted time according to the new rules). After that (but he 
is not quite sure, was it immediately after, or two - three days since) he 
faced problem I described in OP. Normal timezone switching fixed it on both 
devices, even without rebooting devices. Previous attempts to fix problem - 
such as factory resetting of Chromecast - gave nothing.
