Coevolution Sensor Model #19

Currently there is no effective sensor model that works well for running 
coevolution in any of the various mods. We want a sensor model that will model 
the behavior of NERO 2.0

The current sensor model in /branches/nero seems to produce reasonably 
interesting behavior relatively easily, and it seems to work well at maximizing 
their fitness.

Something that works alright has been implemented. Need to test more before 
accepting.
