Code completion short cuts #716

Currently when one turns of the completion helpers the short cuts are 
deactivated too.

It would be nice to have the short cuts ctrl-space, ctrl-9 available to have 
access to auto-completion when one likes/needs it instead of automatically.

Done in r70024

The completion shortcut for manually requesting completion help will now always 
work regardless of auto-completion settings.

User preferences for auto-comp for being enabled now only apply to completions 
automatically presented by the application when special sequences / characters 
are entered (i.e '.' and '(' for Python).
