Implemented rect command #388

As suggested in #387, I've added implementation of the rect command in the branch I'm currently using.

Sorry for the delay, now that the test suite (which had not run in a while) is up-to-date with browser versions and Selenium versions, we can merge.

Can you also open it against master (which is for the 3.x line, and the newer PHPUnit)? That would be the most important line going forward.
