- added first migration required for issue#12 (added new attribute target_department to entity IMPROVEMENT). See issue #12
- added new many-to-many table (notifyings) for IMPROVEMENT: now we can add as many notifiers (aka followers) as we want. Added field "content" on CREATE. See issue #11
