1) updated .net 2) corrected the build script a little 3) updated versions of nuget packages

@TheAngryByrd Set up build. The problem was in the wrong version of the image image: Visual Studio 2019 ->image: Visual Studio 2022

And two PS functions used in install-dotnet.ps1 are not implemented as I understand it

Get-NetSdkFromWeb

Install-NetSdkFromArchive
