Write up a blog post on how to determine if a tif is a valid tiled image (COG or otherwise).

address scenarios where we think the data are COG or pyramidal tiff, but aren't (i.e., the tags inside the file were misleading)
How to decide if it’s COG or not at the surface level? how to “trust but verify” what the tags say?
Http-range requests, etc.
