-document ob functions more -add "last updated: " before time stamp

OB docs done, "last updated:" done.

made font smaller, pushed changes into release branch. waiting for build on bioc to confirm.

this change worked. Now pushing a fix for syntax highlighting.

all but eir release are working now. on eir release, I forgot to increment the version number so it didn't re-build.
