info page not installed correctly in package #49

I installed ebdb using package.el. The info manual is in the package but isn't installed properly -- ebdb must also supply a "dir" file in the package. This can easily be done by running install-info in the Makefile before packaging, see https://www.gnu.org/software/emacs/manual/html_node/elisp/Multi_002dfile-Packages.html
