linux & windows work

building wheels works for all platforms now, at least for master pushes, i.e. python3.7, pretty sure all other versions will work too and the PyPI pipeline worked before, so this issue could even be closed now. I'll provide some proper tests soon, maybe re-arrange a little how to pass the config (it's a little right cumbersome right now that we can only pass a file path for valhalla.json), then I'll release v1.0 before FOSSGIS;)
